Should questions be in the form of a question?

Many of the "questions" that appear on the site are really in the form of a topic such as "ideal-loads latent cooling energy" (I copied this examples instead of using a link in case the question gets edited later). Should authors (or editors) be encouraged to change these to be in the form of a question such as "What does the output report Zone Ideal Loads Supply Air Latent Cooling Rate [W] actually mean?"

I'm not particularly concerned whether the question title is in the form of a question. To me it's more important that the title, along with its tags, gets across an idea of what the question is about. If the title is too short though, as with your example, it's hard to have an idea of whether it's worth clicking on.

That being said, when I edit a title it will normally be to make it into a question as I think that's generally an effective form.

I agree, more important to have a meaningful question title and tags. Questions that are too general should be edited to provide more information preferably by the person asking it.
