I'm not particularly concerned whether the question title is in the form of a question. To me it's more important that the title, along with its tags, gets across an idea of what the question is about. If the title is too short though, as with your example, it's hard to have an idea of whether it's worth clicking on.
That being said, when I edit a title it will normally be to make it into a question.

That being said, when I edit a title it will normally be to make it into a question.question as I think that's generally an effective form.
