Coil:Heating sizing temperature not correct

In my model with a DOAS 100% OSA system, Coil Entering Air Drybulb at Ideal Loads Peak [F] in "Coil Sizing Summary" report for my DOAS heating coil is 41.3F, which is not the correct heating design day temperature in SizingPeriod, i.e. 7.5F.

But the same Coil Entering Air Drybulb at Ideal Loads Peak reports correctly for my DOAS cooling coil, i.e. the cooling design day temperature is used.

I set "Yes" for "100% Outdoor Air in Cooling" and "100% Outdoor Air in Heating" in Sizing:System field.

Anyone knows what other settings affect Coil Entering Air Drybulb at Ideal Loads Peak? I tried both Coil:Heating:Water and Coil:Heating:Fuel type heating coil and both have this issue.
