Why are my primary heating components not heating to full capacity before secondary components activate?

I am modeling zones in EnergyPlus with primary heating from baseboard radiators, secondary heating from VRF heat pumps, and any remaining heating from SingleDuct:Uncontrolled objects. My ZoneHVAC:EquipmentList objects are written as follows:

My baseboard objects are as follows:

Despite being set as primary heating components, the baseboard radiators are not heating to sufficient capacity before the VRF heat pumps kick on. The heat output from the baseboards are no more than about 500W, no matter whether I autosize capacity or set to an artificially high value (such as 1500W). I have also tried adjusting many of the plant components, but the VRFs continue to take over the heating load:

  • Increased boiler output temperature
  • Autosized boiler flow rate
  • Increased boiler pump head
  • Autosized boiler pump power consumption and flow rate

I have minimal unmet load hours in my zones, suggesting they are indeed being conditioned to the correct temperatures.
