Measure not working: Replace Exterior Window Construction with a Different Construction from the Model

I am trying to use the measure "Replace Exterior Window Construction with a Different Construction from the Model" to do just what it says.

I have one construction that I want to swap out for a PAT analysis.

Measure runs, identifies the existing construction, and reports replacing 0 ft^2...

I thought maybe there were problems with names, so I tried renaming the construction to get rid of period (".") in the name. No difference.

Could this be a side effect of an update, I assume this is a mature, frequently used measure, but I have no Ruby skills to look deeper.

I found the problem. It is ignoring inherited constructions. It only replaces constructions entered at the space level.
