why are the main air handler heating coils zero capacity in the DOE commercial prototype model for outpatient healthcare

Is anyone aware of the reasoning behind why heating coils in VAV AHUs have zero capacity in the DOE 2019 Outpatient prototypes? I'm assuming it is a bad design practice to bring heating design day OA temperatures all the way into the zone level ductwork before any heating due to problems like comfort, TU coil sizing, condensation.
