output values of Buildings.Fluid.HeatExchangers.WetCoilEffectivenessNTU

Hello, I am developing an HVAC system and the output temperature values from Buildings.Fluid.HeatExchangers.WetCoilEffectivenessNTU always give me 20ºC for both the air circuit and the water circuit. Is this possible, and if so why?
