Is a boiler draft fan modeled via the Parasitic Electric Load field? If so, is there a way to define the load via a function? The Engineering Reference appears to imply a fixed determination of hourly boiler parasitic electric power (equal to parasitic electric load specified by the user (W) multiplied by the boiler operating part-load ratio).

Yes, a draft fan would be appropriate to model using the "Parasitic Electric Load" field in the Boiler:HotWater object. It is a constant electric input whenever the boiler is operating. If your boiler fan modulates so that it is a variable amount of electricity is used depending on other factors, you may be able to simulate that using the Energy Management System in EnergyPlus. I have not tried that specifically but I believe that it can be done..
