EnergyPlus has a Weather Statistics and Conversions tool installed with EnergyPlus that can make a .csv file which you can open as a Microsoft Excel spreadsheet. The .epw file is already in comma delimited form, but the conversion tool makes the formatting a bit nicer.
There is also Elements by Big Ladder. I usually just load .epw, copy and paste into Excel.

What is XL? Microsoft Excel? An EPW file is a CSV file which Excel can already read.
