Does anyone know the origins or justification for the 4 Pa commonly used as a reference delta P across building enclosures, and was it intended for low-rise residential applications only? The earliest reference I can find is a couple 1980 papers by Sherman and Grimsrud, but I can't find a justification for it.

As I recall from my collage course: 4 Pa is the average pressure difference between indoor and outdoor (in mild wind conditions).

That post is good, but references the same paper, which doesn't hold the answer. I'm trying to find out why 4 Pa, and was that only intended for low rise. I have a feeling that there is no reasonable reference pressure for high-rise, because, it depends....
