Origins of 4 Pa reference pressure for infiltration...

Does anyone know the origins or justification for the 4 Pa delta P across building enclosures, and does this apply specifically to low-rise residential only? The earliest reference I can find is a couple 1980 papers by Sherman and Grimsrud, but I can't find a justification for it.
