HVAC Ratings: SEER for 8 TR and more heat pumps?

Recently I was told not to use SEER/EER ratings for heat-pumps of 8 TR capacity (or more) and to check when the rating can be used and not. I am unable to find any literature which suggests the limitation of using terms SEER and EER rating with capacity. Any insights on this topic?

AHRI Standard 210/240 uses SEER as the performance rating metric for air-cooled heat pumps up to 65,000 Btu/h (~5.4 tons).

AHRI Standard 340/360 uses EER as the (full-load) performance rating metric for air-cooled heat pumps up to 250,000 Btu/h (~20 tons).

EER is also used for water-source heat pump cooling efficiency as defined in ISO 13256-1 and 13256-2.
