Can I use SEER for 8 TR and more heat pumps?

Recently I was told not to use SEER/EER ratings for heat-pumps of 8 TR capacity (or more) and to check when the rating can be used and not. I am unable to find any literature which suggests the relation of SEER and EER rating with capacity. Any suggestions on this topic.
