Reduce Ventilation by Percentage measure not working correctly

I'm trying to use the "Reduce Ventilation By Percentage" Measure in OS (Shown below). It should be reducing the design specification for outdoor air as far as i understand.

When i use it, the total energy use changes but it does that regardless of the reduction i type into the measure, even when typing in 0% reduction.

My outdoor air specification is shown below and i think this is the number that the measure should target but now im not really sure? image description

If someone can solve this, it would be very nice :)

The Reduce Ventilation By Percentage measure only modifies Outdoor Air Flow per Person, Outdoor Air Flow per Floor Area, and Outdoor Air Flow Air Changes per Hour based on lines 202-204 of the measure. I see that in your Design Specification Outdoor Air object you have 0 for each of those as you have defined your flow rate as a fixed flow rate.

@adhilton, thanks for pointing that out, I'll add a new line for outdoorAirFlowRate.

Thanks @David Goldwasser! But i think something went wrong, as when i download the new one from BCL it only contains the .xml file and not the ruby measure ?? :)

@Kingo, sorry we had some issues with the BCL upload, updated version is there now.
