A heating set point temperature of 24 C means there will be a heaing load in the zone if the zone temperature is predicted to be below 24 C without any HVAC. The HVAC system should turn on to provide heating and the zone should wind up at 24 C if there is sufficient heating capacity. It depends on the HVAC configuration whether the zone temperature will be at 24 C or near 24 C, or floating if there is no heating system.
