Instead of using Apply Upgrade to turn off/remove the HVAC, we are instead setting the heating/cooling capacity and cfm in the hvac_sizing.rb file to ~0 or very low numbers (as low as E+ will allow without failing). This is an approximate solution but for our purposes still works. We are basically making the impact of HVAC on the building thermodynamics negligible, instead of non-existent.
