I've had the same problem with my heating loop. I Set the PlantLoop: Plant Loop Demand Calculation Scheme temperature setpoint to my loop design temperature and it get solve.
I mean I'd set this setpoint at 60 deg and my boiler had been set on 82 deg. so I changed PlantLoop: Plant Loop Demand Calculation Scheme setpoint to 82 deg and it get solve.
