I don't know anything about site shading, but building and space shading are dependent on whether or not you create shading group specific to a space. In other words, are you inside or outside the space object when you create it.
Space Shading will show up blue, as seen here...
Building Shading will show up purple, as seen here...
To change the specific surface construction or transmissivity schedule, add/create the desired construction to your model or create the schedule. Then you can enter the shading group, click on the surface and use the inspector to assign the desired values, as seen here...
If not assigned at the previous location, the surface can inherit construction from the construction set for the respective shading type (at the location you circled in your picture).
