For item 1, it sounds like the transition exe files were not present in the \Preprocess\IDFVersionUpdater folder. Compare the contents of this folder on the machine that failed with the one that completed successfully. Beginning with v8.4.0, all of the required transition files back to v7.2.0 are included with the EnergyPlus installer. But prior to that only the latest transition was included, and the older ones had to be downloaded from the helpdesk
For item 2, it sounds like the original file was not the version it claimed to be. Please post a link to the file here or send it to the helpdesk energyplus-support@gard.com so we can try to reproduce the problem.
