EnergyPlus sizes coils to meet zone sensible loads. You might try increasing the Sizing:Zone Zone Cooling Design Supply Air Temperature (e.g., from 12.7 C to 14 C). This will increase the zone design cooling air flow rate and potentially provide more cooling capacity.
