Why the count of the HeaderPump is always one in EnergyPlus

My chilled water system contains a "headeredpump:constantpump" and the number of pumps in Bank is 2.But when the system work at a low load rate the pump mass flow rate is too big and the count of pump still 1. When the system work at a high load rate the count of pump is still 1.
