Can I control building lights when daylight is low in OpenStudio?

Hello everyone! I have set a building with daylight controls. Is it possible to set a statement that turns on lights when daylight is below a lux value? I was also wondering if it is possible to set that operation only when occupants are inside the building. This information is available in schedules. I have connected OpenStudio with matlab and I can control many schedules with multiple statements, but the above operation can't be done because I dont have the daylight control information before I run EnergyPlus, so I cant control building lights. Thank you for your time.
