How to model fan coil unit of cycling fan and constant water flow rate in EnergyPlus

I'd like to model a fan coil unit of cycling fan and constant water flow rate in EnergyPlus. I know that there is the FourPipeFanCoil with Cycling Fan Capacity Control Method to model fan coil with cycling fan. It was not explicitly explained in the Input Output Reference of EnergyPlus how the water flow is modulated. I assumed that water flow rate were constant. However, the water flow rate was not constant after my model was simulated. The source code of FanCoilUnits.cc was also checked. It seems that when CyclingFan or MultiSpeedFan capacity control method is chosen, the operation mode of the fan would be set as CycFanCycCoil or ContFanCycCoil. Neither mode is constant water flow rate. Right now, I have no idea how to model fan coil unit of cycling fan and constant water flow rate in EnergyPlus. I'd appreciate it if someone has some solution or tricks. Thank you in advance.
