Is is possible to get .epw file format from the raw weather data that I have.

Hi. I am working on an energy-efficient design architecture project. I have weather data of different cities of Pakistan having multiple parameters including 'wind speed', 'monthly temperature' etc. The data is in Excel sheet format but I am not able to use it on the 'Climate Consultant' app as it requires .epw file format. I tried every means to convert the excel data into .epw but there is no proper software by which this conversion is possible. Kindly provide me some solution.
