Design Specifcation Outdoor Air Object Name fileld in AirTerminal:SingleDuct:VAV:Reheat

A bug report. I/O Reference explains that Design Specification Outdoor Air Object Name field in AirTerminal:SingleDuct:VAV:Reheat will compute the outdoor air requirement based on the current number of occupants in the zone if Outdoor Air Flow per Person is non-zero, then the outdoor air requirement. This is incorrect. I have tested with an ExampleFile, but the outdoor air flow rate did not change with the current occupancy.

I don't know EnergyPlus developers' intent with this field. If they want to change the outdoor air flow rate based on the current occupancy as described in I/O Reference, the code should be fixed. If the code is correct and they have other intent, I/O Reference should be revised.

In any case, I'll always leave this field blank. In reality, the outdoor air flow rate is either constant or variable with CO2 sensor. I know how to model both of them. This field is irrelevant to both of them.
