Is there anyone who is familiar with Airpak model file format

I want to develop a application that can convert the dxf file to airpak model file using C++.And I find that airpak file is a TEXT file,which is organized as a certain format.But I can not understand it.Is there anyone that is familiar with it,or is there any information about it?
