Overwrite the System node mass flow rate for baseboard

I'm trying to control the supplied heating from the baseboard. 1.I tried to overwrite the baseboard water mass flow rate. However, it looks like the water mass flow rate is determined by the remaing heating load. 2. Is there any workarounds to control the supplied heating from baseboard?
