How to simulate a complete HVAC system and examine its state when I modify certain internal parameters (such as Air Flow Rate)?

I'm mainly looking to see if modifying internal parameters such as Air Flow Rate has any effect on any other parts of the HVAC system. Does EnergyPlus have a "condition of the HVAC system" attribute that helps with this?

The reason behind this is I have been reading research papers that work on reducing the energy consumption of HVAC systems by modifying the inner parameters such as Air Flow Rate at regular time steps, using Machine Learning. I was wondering if this would have any effects on the other parts of the HVAC system after some time.
