Accuracy of the analysis of the small-office (PNNL models)

Hello,

I'm working with the small-office model from PNNL. The weather file is for Texas in August which is extremely warm. When I set the setpoint on 25, Zone mean air temperature is always on 25. (see the attached photos; the first plot shows the setpoint, indoor temperature, and outdoor temperature. The second plot shows the energy consumption of the building). I expected to not see a straight line for indoor temperature and see a little bit of fluctuation below 25. Is this correct? Is it because of the high value of outdoor temperature? Can anyone describe how EnergyPlus calculate and control based on setpoint?
