Heat pump cooling coil water flow

Can anyone tell me which parameters are controlling the v_dot_water request for the Coil:Cooling:WaterToAirHeatPump:EquationFit object?

It doesn't seem to correlate well with any water or air temperatures or flows across the coil. I've also tried various setpoint managers on the water loop, as well as different design exit temperatures and design dT in the Sizing:Plant object, with no significant changes in the v_dot_water behavior. In my particular case, v_dot_water runs at either ~99.9% or ~85% of (hardsized) v_dot_ref, despite trying both Pumps:VariableSpeed and HeaderedPumps:VariableSpeed objects.

I've also checked the engineering and I/O refs, neither of which describe how the water flow request is being determined. I'm using e+ v8.7.
