Ways to control the Water mass flow rate for individual Coil

Hi, I have two cooling coil in my plant Loop and I will like to control them via mass flow rate in their different separate branch.

Methods that I have tried:

  1. As I am unable to put in the pump in the individual branch of before the cooling coil, I am unable to set up the EMS control for the pump flow rate

  2. I have tried controlling using EMS Actuator "System Node Setpoint", control type "Mass Flow Rate Setpoint" on the specific node but I cannot control them even though I have put a setpoint manager schedule (mass flow rate) at that node

May I seek for advice if there is any other way to control the water mass flow rate of the different cooling coil?
