Simulation Setting Tab Move to Site Setting

I want to change the UI and keep all the settings under 1 controller ... I tried move the SimSettingTabView and make it a sub Tab in the LocationController but did not work Please help how can i add the SimSettingTabView as a sub Tab view in the LocationController
