How to model a Water Sourced Heat Pump (wshp) with a cooling tower on a condenser loop?

All,

I am building an Open Studio model that requires multiple water sourced heat pumps that are located throughout a two story office building and are on a condenser loop with a cooling tower. The wshp models are: http://www.trane.com/commercial/north-america/us/en/products-systems/equipment/unitary/water-source-heat-pumps/h-v-wshp-5-to-25-tons.html

My issue is that the heat pump model only allows for evaporative cooling and once a water sourced loop is chosen, a Chiller is required.

My question is: how has this been modeled in the past? If there is a solution with the HVAC Systems layout tab within Open Studio that would be preferable!
