TAS EDSL water to water heat pump gives "below absolute zero" water temperature

I am creating a plant with water to water heat pump with heating on one side and cooling on the other. The moment cooling demand appears is when cold loop of HP goes below absolute zero. It functions otherwise fine throughout the year. Hot loop temperature is OK. I don't see how can I troubleshoot the problem. Why does this happen?
