Weather converter error

I have converted a epw weather file into csv file, using the Energy Plus converter and made my adjustments. However, when I try to convert it back to epw using the same tool I get the following list of errors:

Severe * Unexpected End-of-File on EPW Weather file, while reading header information, looking for header=DESIGN CONDITIONS Severe * Error during processing EPW header

But, according to the Auxiliary Programs guide, if there are no design conditions, then the format looks like: Number of Design Conditions,Title of Design Condition, 0

That's how I did in the csv weather file.

What am I doing wrong? Thanks for the help
