Conceptual central plant modeling

I am relatively new to using EnergyPlus and have been performing standard building modeling for a few months now. I have been tasked with modeling a conceptual heating and cooling 4 pipe central plant (chilled water, hot water and steam). I have been provided with basic chiller and boiler information such as capacity, gpm, type, etc. I am looking to model various equipment layouts to optimize the quantity of pumps, chillers, and boilers. I'm in the capacity range of 12,000 tons. I've gone through the Plant Application Guide, along with the associated examples but am hitting a road block with understanding how to proceed. My original intent was to use HVACTemplates to building out the plant model. But the limited information is holding me back. Does anyone have an recommendations on how I can proceed?
