Ice Thermal Storage Control OpenStudio

I am currently working on modeling an ice thermal storage unit in OpenStudio. During off peak hours, I want the tank to charge using a dedicated chiller, while a main chiller serves the building. During peak hours, I want both chillers off and the tank to discharge and serve the building. I have attached a diagram of my system below. My system is running, but the charging and discharging rates are not expected and do not make sense (picture posted below). I have the setpoint managers and availability managers operating the same way as the eplus example file "IceStorage-Parallel" but with extremely different trends in the output. Does anyone have any insight on how to better control the charging and discharging of an ice storage system within OpenStudio?
