How to convert Ideal load into actual electricity consumption

I am not an HVAC engineer, so I am not familiar with using HVAC equipments in building simulation. Therefore, I rather simulate with the IdealLoads. However, I would like to calculate simple payback period of refurbishment options and, therefore, I have to convert the DistrictHeating and DistrictCooling into a monetary value.

  1. Is it right that the actual electricty consumption of the HVAC system would be similiar to the District Heating multiplied by the Coefficiet of Performance (COP) of the system?
  2. Which COP should I assume for standard unitary HVAC systems with DX cooling and reheat?
