Is it possible to move comments from one answer to another?

This is a relatively new site and I think people are generally used to message boards with a more familiar "thread" style rather than the "Q&A" style here. Because of this, it appears that people sometimes reply as a comment to whichever answer is at the bottom of a page (example here). This is a problem since the answer which is being commented on may end up being deleted with the loss of the comments attached to it. In the linked example's case it's not a real answer, just a user with the same problem, so arguably it should be converted to a comment too.

So is it possible to move comments from one answer to the other one which they are actually responding to? If not, could this be introduced?

So is there a number of karma points above which it becomes possible to move comments from one answer to the other one which they are actually responding to? another? As pointed out by @Julien Marrec, the list on the help page currently stops at 200 points and misses out quite a few editing abilities that become available at higher levels of karma. If not, could this be introduced?
