Calling epluswth.dll from C# programs

I am looking to find out if anyone has published C# code to import the functions from Weather Convertor Program epluswth.dll?

The documentation here gives examples of doing this from VB (not sure if that is "classic" VB6 or actually VB.NET). I'm looking for the equivalent for C#.
