PTHP- Supplemental Heat Control

Currently Modeling a Baseline system 4 hvac system, which is depicted below. Im trying to model the control for the electric heat coil to turn on when the outdoor air temperature is 40 degrees F and below. In the Energyplus reference there is a field for Maximum Outdoor Dry-Bulb Temperature for Supplemental Heater Operation, but I am unable to find this field within the air loop. I am currently experiencing high fan power because the airloop cycles on for most of the night to met the thermostat setpoint. What is the best way to model this supplemental heat coil control through open studio? Is there a schedule for the electric heat coil, or is the control an input in the dx heating coil? I have attached to openstudio model in the link below.
