Baseline Systems- System 4 heated only Spaces

Currently modeling a baseline building that requires system 4 from Ashrae 90.1 2010. In the proposed model there are thermal zones that are heated only using constant volume electric unit heaters as the heat system. When running the Openstudio Baseline Measure, the measure keeps these unit heaters in the thermal zones, but changes the parameters of the system. When modeling this type of baseline system, would the heated only spaces contain the proposed system electric unit heaters, or would they be modeled with the required PTHP baseline systems with a thermostat setting that would require no cooling loads?

My assumption would be that the heated only spaces would be modeled with the Baseline PTHP systems that have a cooling thermostat setting high enough that does not allow the HP to provide a cooling load into the space. Any thoughts?
