How do I create a balanced ventilation system with heat recovery?

I would like to connect 10 zones to a single heat recovery ventilator and specify air flow rates for each zone.

It has been suggested to start with a packaged air handler system template and modify it by adding a sensible heat exchanger on the outdoor air mixing, and turn off the heating and cooling coils. I don't know how to turn off the coils using "always off discrete" variable, so I haven't gotten very far.

Is this the best approach, or can I start with an empty air loop and add components? What components are needed?

Can someone share a tutorial, template or some screenshots of this kind of system?
