LEED DES Option 1 and baseline/proposed pumps

Hey everyone.

I'm doing a LEED project that is connected to a central plant. We are using the LEED DES Guide (http://www.usgbc.org/Docs/Archive/General/Docs7671.pdf ) and perusing Option 1 -- Stand alone building scenario.

It's clear that anything inside the building must be modeled in the proposed model. With regard to the water systems this includes the heat exchanges and secondary pumps that are located within the building.

My question concerns the baseline model. Would the baseline model also include secondary pumps?
