Will the 'AEDG Office HVAC VAV with Chilled Water Cooling' work for any building? Will it upgrade an existing VAV system?

I am working with the DOE reference buildings measure in OpenStudio and want to use this HVAC measure to upgrade the existing HVAC system. Will using the AEDG Office HVAC VAV with Chilled Water Cooling measure work? Thanks!
