Issue with water cooled VRF unit

I am experiencing a strange issue with a water cooled VRF unit. Initially I simply added a condensor loop to the VRF system. However I discovered that there were a great deal of unmet hours when I did so. Please see the html summary and IDF file VRF water cooled.

The only solution I could find to met these unmet hours was to force the water condensor volume flowrate to be 10 gallons per minute by setting this in the VRF outdoor unit data. Please see the html summary and IDF file VRF water cooled 10 gallons per minute condensor loop.

As a result however the condensor loop has zero flow rate as well as the cooling tower. (Please see the jpg). Would you be able to explain what is going on here? What am I missing?
