E+ Design condition dehumidifcation

I try to make set of design conditions from ASHRAE HOF. When i check the sizing result for humidification design condition, The peak outdoor humidity ratio is at 0.038 kg/kgdry air (35.6oC dp) - a lot more than input humidity condition 0.0288 (28.8oC DP) and dry-bulb temperature at 35.7 oC - an incredibly high so the coil is oversized hardly.
