gas heater size question

Is the listed capacity (for example AHU1 Gas) the burner input or burner output?

All capacities in EnergyPlus -- both those reported in output files and those available as hardsized inputs -- are output capacities.

Ok thanks. It's strange for it to list the efficiency then because it's irrelevant. I thought it was part of the size somehow.

It's an Equipment Summary report, not a sizing report. It summarizes various important details of the object, so including the efficiency makes sense.
