Economizer high limit doesn't work

I don't normally have secondary limit on differential enthalpy economizers, but this model actually has two - an enthalpy value and a dewpoint. Setup seems simple, but it's not working.... EnergyPlus setup is:

Insights, please!

ps, For the series of values shown, outdoor temp is ~29c, RH ~60%. Zone temp & RH are shown in the image (~20C, = 60%RH)

I think the "High Humidity Control" was confusing things. I turned it off an now results are much improved.

Jim, another setting to watch out for is in the DesignSpecification:OutdoorAir object. Unless otherwise defined, E+ is using a default value for the outdoor_air_flow_per_person parameter, which can cause unexpected OA flow behavior if that value exceeds your min OA flow rate.
