Problem loading OpenStudio with sketchup on laptop but not desktop

I am trying to run Sketchup 2017 v 17.1.173 with OpenStudio-2.8.0 on both a desktop and laptop:

Mac desktop running OS 10.12.6 Mac laptop running OS 10.13.6

On desktop, OpenStudio extension loads and works.

On laptop, starting up SketchUp, get message "Error loading OpenStudio SketchUp Plug-In: cannot load such file -- OpenStudio/OpenStudio-config".

in extension manager on desktop, OpenStudio has “outdated signature” and does not allow updates; loading policy for extensions set to “unrestricted” in extension manager on laptop, OpenStudio has “unsigned” and does not allow updates; loading policy for extensions set to “unrestricted” (so, as I understand it, should load extensions on both systems)

I have examined the file OpenStudio/OpenStudio-config on both systems and they appear to be identical with identical rw preferences.

I have tried deleting and reinstalling sketchup and OpenStudio on the laptop, but it doesn't help. The only substantive difference I can see between the two is that the laptop has a more recent version of the Mac OS 10 operating system. Has anyone else seen this problem, and if so, have they found how to fix it?
